Details:
The Continuous Alcohol Monitoring System we use, is an industry leading, State-of-the-art, two-piece solution, employing a highly advanced GPS & Cellular Signal monitoring and reporting system, which allows active (near real-time) tracking and 24 hour per day, 7 days per week, alcohol monitoring.
Because the GPS and Cellular Signal tracking of this system is always active and reports location and alcohol consumption information in near-real time, we can set-up "exclusion zones" for any place the monitored person is supposed to stay away from such as; schools, playgrounds, malls, bars, night clubs, known victim's work place and/or residence etc. We can also establish "inclusion zones" to make sure that the monitored person is where they are supposed to be, when they are supposed to be there such as; home, work, school, meetings with their probation or parole officer, treatment or counseling sessions, court hearings etc.).
Within just minutes of any alcohol or zone violation, we can notify any number of people necessary, concerning the violation and the monitored subject's present location. This can be done by text message, e-mail or telephone. This kind of immediate notification helps to help make early interdiction possible and contributes immensely to program success. This system is the most comprehensive and up-to-date alcohol monitoring platform available anywhere in the world today.
This is how it works:
When a person has been ordered to house arrest with GPS location tracking and/or alcohol monitoring by the court, the person (offender) or the referring/responsible probation/parole agency should contact Sunset Monitoring Services right away. We will consult with the parties involved to assess which of our monitoring platforms best matches the specific monitoring needs for the situation at hand. We will then schedule an appointment to come to the person’s location to install the very best and lowest cost monitoring equipment for the circumstances.
In the case of our GPS with Continuous Alcohol Monitoring Unit, the device will be pre-configured according to orders of the court and any requirements of the referring agency. We will add the client's address to our web based database as an Inclusion Zone. That means, within specified times of the day/night the client is only allowed to stay within the allotted area. We can add other inclusion zones to include; work, school councelor's offices or any other place the client is allowed to be. We can set these inclusion zones to be allowed only at certain times as well. If there are areas the client is ordered to stay away from, such as a domestic violence victim’s home address and/or work place; or places such as bars, schools, parks, malls, etc., we can add those addresses or locations to our web based database as Exclusion Zones. That means the client is NOT allowed in these specific areas.
During the initial installation of the ankle-bracelet, we will establish the client’s baseline levels for various sensor items, including:
~ A baseline ethanol level to monitor alcohol consumption;
~ A baseline body mass to determine tamper events;
~ A baseline Infra-red to determine tamper events;
~ A baseline temperature, to monitor changes in body temperature;
~ Battery level to monitor charging requirements.
Following the requisite baseline configurations, the system checks the status of the various sensors on the ankle-bracelet every few minutes. One of the main features of the bracelet is the built-in alcohol sensor, which detects traces of metabolized ethanol on a person's skin following alcohol consumption. This feature, being paired with with the continuous GPS Cellular Signal reporting, is cutting edge technology, which in turn, makes this monitoring solution, without question, the most advanced monitoring platform on the market today.
Once we've established the desired Inclusion/Exclusion Zones, we'll add specific protocols regarding; whom to notify and how to notify them in the event of any alcohol and/or zone violations.
Generally, we specify protocols for house arrest and/or alcohol violations which can include contacting the client on the cellular handset as soon as the client leaves his/her allotted area or comes within a dis-allowed proximity to a restricted area and/or begins consuming alcohol.
With our web based software, we are able to establish an event history to document compliance and prove the whereabouts and/or document the sobriety or alcohol consumption of the client. The event history report, shows the client’s location every few minutes and their alcohol levels for the time specified, 24 hours per day, 7 days per week.
We realize most clients will require a report for their subsequent court hearings. We will gladly run a report with detailed notes for the requested time frames. For instance, if a client was sentenced to 90 days of monitoring, we run a report for that specific time period. Our report will show a complete verification of the client’s whereabouts and their alcohol levels for those entire 90 days.
